Strategic information technology planning for the Luis Vargas Torres de Esmeraldas Technical University, based on COBIT 2019

COBIT 2019 (Government, Control and Review of Information and Related Technologies) presents a life cycle ensuring that IT resources work in a holistic way in relation to the institution under study. This research work was carried out with the objective of designing a Strategic Plan applying the COBIT 2019 methodology at the Luis Vargas Torres de Esmeraldas Technical University (UTLVTE). The research was descriptive and applied, the study began with the identification of the main shortcomings through the application of the COBIT 2019 design guide to IT management, starting from a measurement instrument. Among the results of the evaluation, the main weaknesses were the insurance management, budget management and the deficiency in the stability of the services. The research will conclude on strategies for IT planning, in order to expand the degree of maturity in the design and monitoring of an innovation, support and maintenance plan, to achieve high availability of user services.
